If your care worker is late more than 30 minutes you must call and inform the office who will take appropriate action. However if a care worker arrives early his work starts at the scheduled time on his/her timesheet.
You will need to inform the local authority if you need to change anything in your care plan. Once agreed the local authority informs the company who will include it in your care plan.
You can either choose direct payment where the local authority pays directly and then you pay the company at agreed hourly rate, or you can request the local authority to pay the company directly for the care service provided to you.
Yes, provided they have your consent and would not interfere the work of the care worker.

How does the service work?
Once the local council assess the client and identifies as needing home care, the company will devise a program of care with the client by way of an agreement. The client is then assigned for a care worker with a registered manager overseeing everything.

It's simple to organise an assessment with the local council:
Contact your local Council and speak to social services team
They will arrange an assessment with you to discuss your requirements
